No, it is an educational issue. For reasons of tone, string spacing
(that is a big deal), string tension (afffects both right and left
hand), and most importantly building the crucial foundational
technique necessary for later success on the classical guitar. If you
want to play steel string, electric, trumpet or didgeridoo I'm all for
it. I choose not to teach those instruments, I teach classical guitar.
I also do not teach trumpet and if you came to your guitar lessons
with a trumpet I'd tell you not to come back without the proper tool
to learn what I am teaching. That is no more of an elitest attitude
toward the trumpet than is my choice to teach classical.
I know of no classical guitar teacher at any level (and I know a lot
of them) who does not have such a policy. The only exception would be
first semester beginning guitar classes offered to the general
population at the college level.
